Seems odd with that gap between the top leaves?

I'll have to agree with Ryuuk, looks like a good 1.25.1 type but in bad condition.
I agree that this is what it is trying to be (1.25.1 in the Heukemes book) but the gap between the ends of the wreath top has a narrow line of stippling in a mainly smooth, flat space. This isn't right IMO. Even allowing for the condition and the fairly poor photograph the detail of the eagles face particularly the eye doesn't look right either.
All this considered I wouldn't want this one!
