I think this is "unknown maker #7" with a variant catch plate (rectangular rather than circular). Stewy
I tend to agree, but would prefer to see a much better closer, straight on shot of the head just to be sure it isn't the unknown maker #8 that is practically identical even down to the oblong catch plate. The only real difference being the bird's beak detail.
But disregarding the catch, it looks a good bet.
