First, here is a copy of the wartime Rudolf Souval.

Key attributes that stand out for this one are the incorrect head sculpt and the sloppy reverse.

Or did you mean post-war counterfeiting of a badge on wartime equipment?

A copy of a Wartime R. Souval...meaning someone took an Original Wartime R. Souval ISA constructed a mold and produced a cast fake or forgery.

This was definitely done AFTER the War had ended to purposely deceive someone for monetary gain.
