I agree with Ralph...a Broken Stem variant attributed to Rettenmaier.
Judging by the second pic, I would say this one is a silver ISA that originally had a frosted white finish.
This type of finish was not very durable and did not withstand the elements of time very well.
Here is one I have with similar hardware set-up.

Thank you for the replies, once I receive the badge in the next few days I will be able to take better photos to determine if it was originally silver or bronze.
