Could Red Banner have been entered in the book in error?

Wouldn't an ORB with that number have come a little later than the issue date of the book?

I see Гапонов Валентин Васильевич is listed as a holder of the За боевые заслуги medal on Podvig Naroda; maybe they used the wrong stamp in the book and tried to rub it out?!
