This looks like a nice multi-piece constructed arm band. Low level Ortsgruppe is correct.

It's a nice original 1939 pattern Armband for Ortsgruppe Politischer Leiter Anwarter (=Political Leader Candidate). It's the lowest position possible in the NSDAP. Despite this those Armbands are rare to find.
