I have no idea what it is, a better photo of the eagle would be good.... the shoulder boards are Heer not Luftwaffe.

Here is a good one for comparison, have a look at the cuffs and the overall cut of the tunic compared to this one...

Bob is right about the epaulets being of Army origin, naturally.
It appears to be a very heavily worn and washed out original, patched up (possibly in PoW or post-war civil use), then re-badged and buttoned by a dealer or collector - all of which should be reflected in the price.
