Wow, the faker certainly used some nice buttons and a good looking eagle.

Re: Kriegsmarine Officer Reefer Jacket
It looks like a decent quality jacket. If the eagle were professionally applied, it would make a better impression. I've had a couple of these and other than the eagle and possibly the IC ribbon being replaced (does it show wear, especially on the back where the button would rub against it?), it looks right. The one loop set is also correct for a KM badge with a hook and horizontal pin. Are the loops tight and made properly? This is one things most fakers don't do very well.
But the same style was worn postwar so material quality and a real KM expert might need to offer an opinion.
Photos don't always give enough detail to make a judgement though.

I like the 2 button holes on the collars and the linning

Re: Kriegsmarine Officer Reefer Jacket
Jacket appears correct. Eagle was probably post war removed and later reapplied to restore. Not the best sewing job, but A very common practice. Rank is Oberleutnant zur See.

Re: Kriegsmarine Officer Reefer Jacket
I like the loop configuration. Iron Cross 1st Class on top, a minesweeper or destroyer badge and a wound badge would be very typical.
Also, the dagger slot is a good sign. As far as I know, the postwar Bundesmarine never had a dagger...hence there would be no need for a tunic with a dagger slot.
