I don't know if the belt and straps really should belong on it, but it looks like a beautifully made Officer's overcoat to me. If it's reasonable priced, I'd say you couldn't go too far wrong with this one.

The belt is a zweidorn so it can be used at the coat the luftwaffe used brown and black belts only the y strap don´t belong on it, but it is not impossible that a officer in the field used it because its easy to hang stuff on it.
Somehow I can't picture a haughty German Luftwaffe Officer walking about in his fancy high quality overcoat and carrying a bunch of gear on belts and straps...

Hahaha i know what you mean but the most german uniforms specially the early war uniforms are to fancy to wear at the front the style was classy.
