Looks like a good Noelle and Hueck buckle to me.

I agree that Noelle und Hueck KG., Lüdenscheid (M4/25) is not a commonly found maker of the RAD buckle and as Rob and Ben have confirmed, yours is quite original. The condition is not the best and of course, the lost claw and the missing leather tongue does not overly help. Having said that, an original RAD though and by a not often seen maker.
