Foreign Volunteer Sleeve Patch?

What are your thoughts on this sleeve patch?
I looked everywhere with no luck.
My first thought was German, maybe British?
It does not glow under a black light.

Hi.
Is the bevo version of the 6970th Labor Service Engineer Construction Battalion patch.
Labor Service was founded by the US Army in Germany after the end of the war.
Has nothing to do with the SS or the Wehrmacht.
