NCO bullion tab

Hi all

My friend has this NCO bullion runic tab and says he is not sure about it, can you all have a look and let me know what your thoughts are...he says the runes have the unterlagen, proper alloy wrapped thread which is cold to the touch. But to me they are poorly alligned and of poor quality...but another pair of eyes wont go amiss.

The shape of the runes does seem 'off' in comparison to other examples on the forum
