Think it's OK, a good period "ersatz" chin strap
but sorry no better pics for the markings

Everywhere I go on the web, I see this chinstrap!
Pascal, the pics aren't good enough to make a judgement. Forget the stamps, get some close up shots of the actual strap.
Think could be a "bad" one...

a period ersatz chinstrap but with added SS markings...
I'm not sure why you are describing it as "ersatz", it's made from leather.
You can also find SA or HJ belts made of "ersatz" material with "L" RZM code, nothing wrong with this.

... after a "in hand" examination:
is this this chinstrap IMO a period item, L4 is used for "Sattlermeister" = sadle maker, but it is also the generic term for this craftsman and for "Handwerkbetriebe" => leather Handicraft enterprises, # 45 is the RZM maker code number !
See below an extract of the RZM regulation of 1936 for the SA canteen strap,
both were autorized : RZM L5/.... /.... and RZM L4/...MAKER../ ... YEAR...
