SS-Zivilabzeichen (stickpin) 180k series questions

Hello all.

I wanted to get some answers regarding the prevalence of pins being closely numbered between each pin in the 180,000 series. Most the ones I've seen the numbers have the first four digits end the last two off by two numbers. Now I know many SS men probably threw theirs away explaining the rarity of many pins, but could these have been unowned and came from the same area? a shop perhaps raided by GIs . Or is it just coincidence, or something else.

Another one, any opinions on why the ZA pins available over the recent years in the 180thousand range are found to have numbers so close together?
