Material indeed looks very unusual. It's more like an Order Ribbon. Never seen on a Cuff Title.

The answer to this question is quite simple....
As many of you are aware I have collected Allg SS cuff bands for 40 years.
Over that period of time the person I spoke with, traded with, swapped and shared information with was David Delich.
Many of my cuffs came from Dave and Dave also swapped and trade many with me.
This number 2 band was originally owned by Dave along with numerous other "file ribbon" bands as he called them.
I bought several of these bands from Dave back in the day.

These bands are SS, but from a private mfg. I have seen
about three different ones on this type of what I call "File cloth ribbon",
and believe that they are a product of Italian vintage. Anyway, do not
believe they had their origin in a German mfg plant. The numerals are
pretty well characteristic of the very early type of numeral, and also
of a white-colored thread. One of the titles I own bears the
name "Italien", and was manufactured for Karl Wolfe, since he was the
head of the SS in Italy. A more often seen version of this title is found
in BeVo-like mfg. That's as much as I can tell you about this at the
moment but the are 100% original and very rare. I have scans of these two types of cuffs I can send to you
via e-mail, but can't do so until early next week.

In my opinion it makes no sense to produce an about 0.55 RM standard 2 cuff title in Italy when they were readily available in Germany, what would be the purpose?
We all made mistakes, also the late Mr Delich - as an example he almost convinced me about 20 years ago that the collar tabs with the Danish flag existed in a RZM version documented by his own factory example with a RZM metal sample tag, but he was wrong at least on that occasion.
