There doesn't appear to have been a brass spine fitted to the rear peak, and the outline of the badge which would have been on the front, doesn't appear to be of the type normally associated with military regiments. Is there a round hole in the top? Are there signs of two parallel lines of stitching running across the top of the dome and down towards each peak?

I'm thinking that it may be one of these... you need to examine the top of the dome for signs of stitching or holes where pins would have passed through.
I'm thinking that it may have once looked similar to this... check for signs of a comb - either leather or metal, having been fixed to the top of the skull. The strap doesn't appear to be of the military type either.
