Imperial Russian Buttons

I think these are Imperial Russian buttons but from before WW1. Is it possible to date them more accurately? The eagle isn't quite the same as that used by Tsar Nicholas II.

I have been told that they are from the period of Tsar Nicholas I - so pre 1855. These are not my area of collecting so need a new home.

they are defenetly Tsar periode buttons, but hard to say when they where made.
They are nice, I like them a lot.
