German Staff Car Pennant mast?????

There is a small Museum far North of me that I stopped by this past weekend, I have made some small donations to it as it is a local Museum and has little money, they do have a few local Military items on display.

When I was up there, I was given this aerial or "mast" for a pennant, I never had seen this and the German Pennant on display as I do not get up there often as it is so far north, however not everything they have on display is in cases, and this was out.
The Fellow that runs the Museum told me this had a
"Nazi Flag" on it when they put it out last year, however someone had taken the "flag" and top off it, it was a local donation from a WW2 Canadian Soldiers family, as the "Flag" and top are now missing, he asked if I wanted it as the family did not want it back.

I had mentioned to him in the past that some more things he has on display should be behind glass, but the people up there are trusting and they have little money to update the Museum...they just make do as it is.

So, here is my question...is this a WW2 German Staff Car Pennant holder. I can tell it is for Staff Cars as I have seen many modern ones, however this is very different, the "rubber" gasket is not Rubber, but some sort of man made Material.

I can find no markings on it.

If this is WW2 German than it needs a better home.

Any Help would be Great.
