political cap eagle,silver?

hello my friend have the attached cap eagle,he claims that is made of silver.
i'm not certain because i dont have it in my hand,are there a known examples made out of this metal?
and one more question what exactly organisation wore it?it is similiar to known by me political examples but is deifferent in details an is also bigger- the measures are 3.5x4.5 cm
what do you think?

It's an early NSDAP/SA/SS cap eagle. These are usually made of either tombak or silvered bronze. Looks like it might be the latter, going on the colour of the prongs and the reverse of the swastika.

thank You Brodie i guess there isn't any specific feature wich can tie it to the one of his three organisations without any clear provenance?

There is no way to tell, unfortunately. Unless it’s found on a cap, there are no indicators as to which organisation used it. All we can do is speculate.
