Sorry I missed your post, the insignia certainly matches known original examples. The markings on the (?) would indicate issued perhaps in July of 1938 ( 7 38 ) IV may be for Arbeitsgau IV Pommern-Ost 40-47.. The shorts are anyone's guess, the guide is vague to as to color but it may be a complete set, usually we see the traditional brownish / green swim trunks with the smaller shield and the sport shirt together. I have attached a few photos for reference including a green pair of RAD issue shorts. Hope this helps in some way.. G
