what is this buckle?
Hmmm
The two headed eagle makes me think Russian, but the buckle construction and motto are clearly German. I've never seen one like this before. Maybe this is the coat of arms to a specific region within Germany?
Hopefully someone else more experienced can chime in soon and let you know what you have.

The eagle doesn't really fit in there ... Strange buckle ...
