    Hmmm

The two headed eagle makes me think Russian, but the buckle construction and motto are clearly German. I've never seen one like this before. Maybe this is the coat of arms to a specific region within Germany?

Hopefully someone else more experienced can chime in soon and let you know what you have.

The saying "GOTT MIT uns" is taken from the Book of Judith and was also used as a battle cry by the Prussian side during the Wars of Liberation(1813-1815). Prussian soldiers have carried it on their belt locks since the introduction of the "Virchow luggage" (Virchow-(Sturm) Gepäck) (1847).
The eagle doesn't really fit in there ... Strange buckle ...

Coat of arms of the Habsburg dynasty. from the beginning of the 15th century, the one-headed eagle was replaced by a two-headed one - a symbol of the Habsburg dynasty that reigned until 1871 (although the monarchy was selective, during the election of the emperor of the Holy Roman Empire there was a "clan right", when the next chosen one had to be related to the previous ones). For many centuries Germany remained fragmented into hundreds of states with complex and frequently changing coats of arms.
