Could be modified, as that image wasn't originally posted. As it is now, it appears similar to an attachment loop on a French bayonet, so may have been modified to hold a belt hanger frog. What's the tip of the scabbard look like?
Not something that I would spend too much time worrying about. Some Imperial era swords had an additional side loop, the IOD89's being one of them (but only some not all of them). The other portion of it that would have had a loose ring to me looking like it broke off for some reason. Best Regards, Fred
If the ring broke off, possibly the loop was an local solution by an armourer.

Here is a closeup of what I was seeing. With the three or more swords that came immediately to mind my suspicion is/was that were probably for both personal use, and for mounting on a saddle. Best Regards, Fred
