It's made of cloth.

IMO the knot looks like an uncommon cloth variety that's faded over the years, I see no issues with it being on this sword. (Sleepwalker's pinned Knots and Portepee thread has an example of a narrow senior NCO and Officer Portepee with a cloth strap (post #6) Knots and Portepee of the Wehrmacht / Heer and Marine).
