It looks original, unused portepee. Whether this is a kriegsmarine will be judged by photo of the bottom of the knot.

the portepee seems to be an original. Like Jakub already said, I would also like to see the bottom of the knot.
Golden color was not specific to the kriegsmarine portepees. Only synthetic portepees were of a beige color.
All of other portepees were of silver color.

in most cases, the portepees of the navy daggers have a bottom as on your portepee. In my collection there is also a navy portepee with such a bottom as that of the army.
Some collectors mean that it has to do with a manufacturer. Others believe that this is due to the tradition of manufacturing of the navy portepees. Please take a look at the bottom of an imperial navy portepee.
