Does anyone recognize this shield?

I picked up some Third Reich items from a dealer friend weekend before last, and this shield was in the mix....everything else that came with it was associated with the TR, so I *assume* this is as well....but I haven't been able to find out any information about it. I would assume it's from one of the foreign volunteer units, if I had to guess, but I have no idea.

Can anyone help identify it? Or if it is even connected?
