See the rivet on the back under the hinge? That's what's holding the eagle on. It's a thin stamped separate piece, look from the front and side and you can see the two pieces. The badge was made in one piece with an eagle outline and then a thin metal eagle was applied over the top of the outline.
Later badges were made in one piece.
Below is an example by Friedrich Linden that has the separate eagle missing. You can see where the rivet goes through the main body of the badge and the eagle is there, just the eagle overlay is gone.
