Some very poor casting around the head. And what is that grey painted patina?

Hello Jim ,I like it. A bit of oxidation for sure . A lot of eagles were attached like this one with pins instead of nuts and washers . I believe the lettering is part of the casting ( raised ) correct ? Hard to tell from the photos . One really good picture of the back of the complete eagle would be nice . This is supposed to be the best looking RR eagle produced and as the guys infer - good manners never hurt anyone
