please help identify this Japanese helmet

Hi. I would like someone to confirm my research on this helmet. I think it is a Japanese Type 90 Civil Service helmet. But there is a star. If someone could translate the writing that would be fantastic. Anything one can provide would be appreciated. Looking forward to this forum.
