Something interesting, or just junk?

I am bidding on this item on ebay. I realize it's most likely not a railway eagle, but maybe something hung on a wall during the war? How much should I be willing to shell out for this? They don't want to offend anyone, so they blocked the swastika. It has poor casting and I only see one place to hang it. Even if it's a postwar piece, it's still neat, but not sure what I should pay
