If I recall these were selling in the Delta International Catalogs in the 70's and 80's..

As said above, total garbage.
These are 100% fantasy, made to deceive and take peoples hard earned money. They flooded the market a few years ago from Eastern Europe, possibly Poland or the Ukraine.
Of note, is that the pass photos used are often of high ranking ‘Reich celebrities’, the spelling and grammar is also wrong most of the time,
