Sorry, guys, but the above translation is not even close to what the card says.
The text is:
"Kriegsjahr 1940 23.9.
Dem Bild einen freundlichen
Blick
Dem Original ein frohes
Gedenken!"
A slightly odd dedication, this roughly translates as:
"War year 1940 23 Sept.
For the picture, a friendly
look
For the original, a joyful
memory!"
On the right, it is signed:
"Dein Freund Karli"
meaning
"Your friend Karli" (= A diminutive/affectionate form of the first name "Karl")

I stand corrected, I misread Freundlichen (which is hard to read) with uniformen and Original with Augen en made the wrong conclusion about the dedication formula which are both common.
