This might be very non-WWII related, but since the individual was touring Europe and also Germany before the war, the reason for that would be very interesting...no reply from Argentina yet, so would anyone have some ideas?

I cannot tell you anymore than it says on the passport. Looks like he was part of the Naval Commision. Have you researched exactly what they did?

Hi Neil, from what I can gather, the Argentine Navy wished to build up a modern Navy, this began before WW1. It would appear Officers were asigned to the Commision to tour the USA and Europe on fact finding missions and to place contracts to build new vessels.

May I ask if the the passport was issued in 1935, could he have been also assigned for supervision on the Anglo-German agreement?
I have asked the Argentinian archives for some info, but no reply yet...

Looking at the passport, he was stationed as a 'minister' at the Naval Commission, but that's all I can tell. He was there, possibly already from 1934.
