North Vietnam Medal (serial numbered)

Hello everyone
I recently found the attached medal at an antiques dealer in Romania. A short internet survey showed me that the medal is known as the Medal of Freedom and given to foreigners helping the NVA. I don't understand though how this medal got to a Romanian, as the dealer acquired it from an estate.
I also saw a serial number on the back, similar somehow to the Soviet model. Is it possible to find out the recipient?
