That's a good question, Greg. It's unusual to find double LS awards on an Imperial bar, especially when the 25 year award is already on there. Usually this points to a 3rd Reich Faithful Service Cross.
I have seen double awards before and it seems that one was usually the round
7-9 year medal and the something like the FW III or FW IV bar (don't know the correct names)
but I really never paid much attention to them. I don't think that I would put a TR award on this early mini.

I agree, a Treudienst Kreuz would seem unlikely. I have a double LS bar with both of the little old-style devices on it, so they are out there. On yours I would lean towards an NCO's 15 year cross, as the 25 year award was not strictly an officer's award.
I went through all 35 pages of minis over at GMIC and I saw a mini
chain that had both the 15 year and 25 year LS crosses on it --so that
is a possibility.
