is it a german binoculars?

hello i'm in possesion of an attached binoculars.i'm not an expert in this field can it be a german issue item?from what i know the binoculars from a wartime looks similiar in each army.the arrtlilery scale is present in the right ocular.

Not German - it would be marked 'Dienstglas" ( service glasses )
