Thank you all for reply! sitges1990.. yes, it could be part of motorcycle engine or oil cap, one of my friends found WH motorcycle licence plate near that area, the germans were throwing everything they didnt need any more, unfortunately its very rare to find good stuff because generations and generations collected these relics, and most of them were scraped.
A filler cap for an engine would be with a screw thread and no chain I would say?

Probably.. when I found it I was thinking it was some newer part from a tractor or truck or something like that, because you can also find modern day junk around.. I thought to throw it away but I saw a waA stamp.. Who knows.. For now its mystery..

Your description of the weight puts me in mind of a plumb Bob.
The recession on the shaft reminds me of the low/high marks I struggle with on an oil dipstick.
I think it is a level indicator for a high viscosity fluid.
