These are Y-straps for ammo pouches, some call them light Y-straps, in this configuration as used in the german Infanterie until 1934 when belt supporting hooks were adopted for the Feldbluse. In 1939 were adopted the new Infanterie Y-straps, larger, with D-rings and auxiliary straps. With the invasion of Soviet Union, the production of these straps was not high enough to satisfy the needs of the german army, so some light Y-straps received D-rings and secondary straps and german soldiers were issued with them.
Your example has just been saboted i'm afraid, IMO postwar...and not "to make it the parade/light/Luftwaffe variant"
D-rings and auxiliary straps were needed for something else i guess.
After the war, this type of modified Y-straps has been produced as is in Czechoslovakia if i remember well.
