Yep same here Blackened brass hardware if this is not down to age ?, on the buckles and eyelets leans more towards a U.S. army item, again I'm also still looking at this as possibly WWI due to the Stencil script style and the Herringbone tape strap, the yanks stop using "V" weave or herringbone tape sometime in the late 1930's as most WWII gear has plain weave "tabby" tape instead. It of course could be a commercial bag made for the military market, or to appeal to camping enthusiasts, which has ended up in military service. As to function, tent pegs? animal feed ? mail bag ? or at least something related to a company or unit, and thus has a number for identification and allocation to a set group.
