Hey Dave, I can't really make out the top word. It looks something like 'Shtofbalt'?
The bottom one, I am 99 percent sure, reads, 'Osipov'. I imagine that that would be the original owner's last name. Although to get technical, this would have been the people's hat, wouldn't it?
It certainly would have been the 'peoples hat" Mo.
Our Comade Osipov was only but the caretaker of this fine visor built by the people for the people.

The former owner's surname is indeed OSIPOV. BTW, the cap was his in any case...
"ШТРАФБААТ" (SHTRAFBAAT) is a designation for some type of penal unit or the naval equivalent of such.
The CB (SV) - 22 is up in the air, but it was the designation for a Soviet military aircraft during that time (no pun intended).
