Captain 2nd class or second Captain, something along those lines anyway!...
I guess the tunic is earlier than a shoulderstraps. IMO the veteran updated tunic, or someone else

These Kitels are still being worn today, just the other week i was at the Aurora Cruiser and saw a serving person wearing one.
Avrora is the museum, and they can use whatever they want. Your tunic show the awards, which must be received by it's owner during the war, at least the victory over Germany and seems like this bar the same in condition to the tunic. I hardly doubt the officer who served from the war time, could stay in service up to mid of 80's, wearing his old tunic. The tunic may be a postwar made, but not far from the end of the war.

I think the tunic itself is about 1950 year made, you can check the buttons, what the markings are?

Not too sure what year the tunic make is; but the epaulets are duty type yellow on black rather than the parade versions where it's black on gold. The rank is of Captain Second Rank, and the bars correspond said rank. The crossed hammer and wrench signify that said tunic belonged to a Captain Second Rank of Naval Engineering.
