Didn't know you were a big tea spoon collector Rene. That's a beauty.
Rene. Not sure if this is what you were after but made by William James Dingley of Warstone Lane, Birmingham & assayed in 1938(if a Capital O then 1913). The registered design number 442233 is for 1906 but could be for any element of the design of the spoon.
As for your Russian one Kris here is a useful link to Russian Hallmarks. The 84 mark is for .875/1000 Silver, the 1st initials are the makers mark. If I get a moment I try & look them up for you.

Possibly assayed in 1899 by Aleksandr Timofeyevich Shevyakov in St Petersburg

The last mark is the City Mark again for St Petersburg I could not identify the maker & as for the markings. All I found was Potemkine was a Russian Battleship, the keel was laid in 1898 & was armed in 1905. The crew of Kniaz Potemkin Taurian mutinied in the 1905 Russian Revolution. Built in Nikolayev Shipyard.
