    There is 2 slot holes in the back , looks like something was removed from over the eagle's head.Attachment 1090025

    T.O.T.E. stands for ' Totem of the Eagle'. It appears to be a grave marker in my opinion.

    Its probably the overgrown vegetation that has saved it from vandals and destruction IMO.

    ........ or from souvenir hunters ( its only wood and hand saws are quick & quiet )
