An interesting subject...
I have visited a few military cemeteries in the Sevastopol area and have always wondered who takes care of the grounds and keeps the flowers fresh.
Is it still a local government responsibility? Or do Babushkas with sentimental agendas volunteer to keep all in order?
I ask this as it was usual to see a Babushka with her newspapers and some small food and drink in bags "hanging out" somewhere inside the enclosure.

I think it's a peoples. Once I've visited Hanko monument to fallen Soviet soldiers in Finnland, I met the mid-aged Finnish guy who brought a flowers to the monument
