Nice looking jacket. The piece of paper was probably meant to be swallowed after memorizing. Perhaps the border pass code word. Either that, or it's his drycleaner's receipt.

I have one too no insignia, I don't know a lot about these either (I personally call it "The Atari patt"), but I think yours is dated '91 could be wrong though.

I think you're right about the date, I'm not the best at reading info from these tags, but my tag is similar to yours so it looks like it was manufactured in Ukraine, the seller told me that these were made by 5 different factories throughout the soviet union. Even though the border guard tabs are present on the collar, do you think this was made right before the dissolution of the USSR or immediately after? I understand that this camo pattern was used well into the 90s by the Russian federation and is still in use in some units and variations to this day.

I've seen plenty of the mesh versions around online but not very many of the "solid" versions like the afghanka. I actually found a cap in the same camo that matches the jacket, but i doubt i'll ever find a pair of pants in my size in this camouflage.
