That is possible ..and a greater photo could prove that.
Due to the lighting...that darkness appears flat. I do see a rib like lift that may be a washer that encircles the blade.
Hard to say.

The buffer appears to be of thin blue felt which is what I believe it should be on an Alcoso Diplo dagger.
It's possible of course that it could be a thin blue felt washer - but it would be a very dirty/discolored and well worn washer. What is needed are a few good pictures with good lighting should it ever become an item of contention. Best Regards, Fred
