Hello! It seems to be used. But I am not sure found it in a box with old tools in a fleamarket.
This looks as if done by a child...a letter-opener with very crude lettering scratched into the blade...It certainly isn't anything remotely offical, lol...Thanks for sharing your find...

Its something homemade thats for sure, it cant be verified as an original or as a fake......just take it as it is.
the original item was a medal:
