Not Soviet imo. Not sure what it is, perhaps Bulgarian? Wool looks a bit like Bulgarian but not sure though.
I believe it is a ww2 Swedish sidecap.

Me too! Not even close to the Soviet "Pilotka" beyond being of the generic "side cap" in the same way that visor caps and berets from different nations are generically the same but are actually very different in appearance.by reneblacky
A Google search will produce hundreds of examples of both field and dress wear types.
