The white stamp is a NVA stamp;
1856 = manufacturer code for VEB Perfekt in Berlin.
1984 = year of manufacture.
Gr. 4 = (Grösse) size 4.
About VEB Perfekt; in addition to many variants of protective helmets for construction, mining and motorcyclists, VEB PERFEKT also manufactured special crash helmets for road and track cycling in the 1980's.
