It's a badge of the SDP party that operated in the border areas of Czechoslovakia (in the Sudetenland). It has nothing to do with Hitler's birthplace in Braunau am Inn, but with Braunau in East Bohemia - today Broumov. It's the Braunau that Hindenburg thought was Hitler's birthplace. He once called Hitler "Der böhmische Gefreiter" - the chaplain from Bohemia. It was a mistake.
Adolf was born in a pub in the Upper Austrian village of Braunau am Inn. But the name "Braunau" in German is also used by another town - Broumov in eastern Bohemia. Hindenburg knew it well there, for as a young man he had taken part in the Battle of Sadová and even fell in love with a beauty from Pardubice. That's probably why he accidentally planted Hitler's birthplace there.
