    Looks like the Birmingham 1989 proof mark.

    Also the 7 under the barrel looks a bit odd to me, seems like it is a different type of 7 then all the other ones. It seems to me that it was added later on because there is no bluing in the number and has a more metallic colour to it.

    I could be wrong of course.

    It's a deactivation mark from the Birmingham Proof House. Crossed swords, with the number at the bottom indicating the year of deactivation. They are present on all deactivated firearms in the UK.

    The same markings on top of the receiver of my deactivated SMLE:
